AN ACT
Amending section 3-1207, Arizona Revised Statutes; amending title 3, chapter 11, article 1, Arizona Revised Statutes, by adding section 3-1214; relating to livestock and animals.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Section 3-1207, Arizona Revised Statutes, is amended to read:
3-1207. Cooperation with United States
A. In addition to other powers and duties conferred by law, the director may cooperate with the animal and plant health inspection service of the United States department of agriculture, or other agency of the United States vested with similar powers and duties, in:
1. the control of contagious or infectious diseases of animals, and contagious or infectious diseases of poultry.
2. The national animal identification system.
B. Inspectors of the animal and plant health inspection service may exercise all rights and authority granted to livestock officers, but they do not have enforcement powers granted to livestock officers.
C. Premises registration data, animal identification data and animal tracking data collected by the director pursuant to the national animal identification system are not subject to disclosure pursuant to title 39.
Sec. 2. Title 3, chapter 11, article 1, Arizona Revised Statutes, is amended by adding section 3-1214, to read:
3-1214. Official animal identification programs prohibited
The director, department or any other officer, agency or instrumentality of this state shall not establish or participate in:
1. The national animal identification system or any similar federal program of animal identification.
2. Any federal program of registration of premises on which livestock is held.
Sec. 3. Termination of participation in national animal identification system
Any agreement entered into by any officer of this state with any other state or the United States concerning the national animal identification system, animal identification or registration of premises holding livestock is terminated and void as to this state's participation.
