AN ACT
amending title 28, chapter 3, article 3, Arizona Revised Statutes, by adding section 28‑655; amending title 28, chapter 3, article 21, Arizona Revised Statutes, by adding section 28‑1203; relating to traffic regulation.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 28, chapter 3, article 3, Arizona Revised Statutes, is amended by adding section 28-655, to read:
28-655. Traffic control signals; yellow light duration standards
The director shall use traffic engineering practices to adopt standards and specifications for the duration of yellow lights for intersections that are at ninety degree angles and that provide for exactly four directions of traveling traffic. The standards and specifications shall require the intersections that are described in this section and that have the same speed limits and the same number of lanes to have the same yellow light duration.
Sec. 2. Title 28, chapter 3, article 21, Arizona Revised Statutes, is amended by adding section 28-1203, to read:
28-1203. Red light running; photo enforcement system installation
A. Before a city or town may install a photo enforcement system at an intersection to detect violations of article 3 of this chapter, the city or town must comply with the yellow light duration standard established for the intersection pursuant to section 28‑655.
B. A violation of article 3 of this chapter that is detected by a photo enforcement system may only result in a traffic ticket and complaint if the photo enforcement system photographs the vehicle involved in the violation at least one second after the traffic control signal turns to a steady red signal.
