proposing an amendment to the constitution of arizona; amending article iv, part 1, constitution of arizona, by adding section 3; relating to initiative and referendum.

Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring:

1.  Article IV, part 1, Constitution of Arizona, is proposed to be amended by adding section 3 as follows if approved by the voters and on proclamation of the Governor:

3.  Funding ballot measures; reauthorization requirement

Section 3.  A.  If an initiative or referendum measure authorizes or requires the expenditure of state monies, that authorization or requirement is valid only for eight fiscal years.  At the end of this authorization period, a reauthorization measure shall be referred to a vote of the qualified electors at the general election for reauthorization for another eight fiscal years if approved by a majority of the votes cast on the measure.

B.  This section applies retroactively to all ballot measures from previous initiatives or referendums that authorize or require the expenditure of state monies.  These measures shall continue to be authorized until referred to a vote for reauthorization in accordance with this section.

C.  All ballot measures that are affected retroactively by subsection B and that were enacted into law eight years or more before the effective date of this section must be referred to a vote of the qualified electors for reauthorization at the general election held November 6, 2012.

2.  The Secretary of State shall submit this proposition to the voters at the next general election as provided by article XXI, Constitution of Arizona.
