A CONCURRENT RESOLUTION

 

Proposing an amendment to the constitution of Arizona; amending article IV, part 2, Constitution of Arizona, by adding section 26; relating to state budgeting.

Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring:

1.  Article IV, part 2, Constitution of Arizona, is proposed to be amended by adding section 26 as follows if approved by the voters and on proclamation of the Governor:

26.  State budget; deadline; salaries

Section 26.  A.  On or before June 30 of each year, the legislature shall enact and the governor shall approve or allow to become law as provided in this constitution a budget for the support and maintenance of departments of this state and state institutions for the subsequent fiscal year.

B.  If the requirements of subsection A of this section are not met, notwithstanding article V, section 12, the salaries of the governor and each legislator shall be withheld temporarily until a budget for the support and maintenance of departments of this state and state institutions for the subsequent fiscal year has been enacted by the legislature and approved by the governor or allowed to become law as provided in this constitution.

2.  The Secretary of State shall submit this proposition to the voters at the next general election as provided by article XXI, Constitution of Arizona.
