AN ACT

 

providing for a request for information on the feasibility of operating state parks with private vendors and a request for proposals for concession AGREEMENTS to operate state parks.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  State park operations; private vendor; concession agreement; request for information and proposals

A.  In consultation with the Arizona state parks board, on or before December 31, 2010, the department of administration shall issue a request for information for the purpose of identifying the feasibility of one or more concession agreements that allow a private vendor to operate one or more state park facilities.

B.  The request for information shall include the mission statement that the purpose of the state parks is to provide for recreational opportunities for the public and to preserve natural space that can be effectively enjoyed by the public.

C.  Requests for information shall be broadly construed to allow for proposals that provide for:

1.  One hundred per cent privately funded parks through contributions, fees or corporate sponsorships.

2.  Facility enhancements, including lodging facilities, retail facilities, equipment rentals and amusement facilities.

3.  The management of multiple park facilities.

4.  Changing the purpose or function of an existing state park.

5.  Any other innovation that facilitates the mission of a publicly‑owned park.

D.  In consultation with the Arizona state parks board, on or before June 30, 2011, the department of administration shall issue a request for proposals for a concession agreement allowing a private vendor to operate one or more state park facilities.  A concession agreement shall require an annual cost savings to this state and shall provide for continued public ownership of the state parks.
