AN ACT

 

establishing The joint legislative study committee on career and technical education reform.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Joint legislative study committee on career and technical education reform; membership; duties; report; delayed repeal

A.  The joint legislative study committee on career and technical education reform is established consisting of the following members:

1.  Three members of the senate, not more than two of whom are members of the same political party, who are appointed by the president of the senate.

2.  Three members of the house of representatives, not more than two of whom are members of the same political party, who are appointed by the speaker of the house of representatives.

3.  An employee of the division of career and technical education  in the department of education who is appointed by the superintendent of public instruction.

4.  The superintendent of a joint technical education district who is appointed by the president of the senate.

5.  A person who is employed by a community college district, who has expertise in career and technical education and who is appointed by the speaker of the house of representatives.

6.  A person who is employed by a school district, who has expertise in career and technical education in high schools and who is appointed by the president of the senate.

7.  Three industry representatives, one of whom is appointed by the speaker of the house of representatives, one of whom is appointed by the speaker of the president of the senate and one of whom is jointly appointed by the speaker of the house of representatives and the president of the senate.

B.  The committee shall:

1.  Develop legislation for consideration during the fiftieth legislature, second regular session, that will transition vocational education and career and technical education to a unified system to be funded based on student achievement and that includes:

(a)  The entities that will be responsible for the determination of appropriate student outcomes on which the new proposed funding system will be based.

(b)  The approval of all career and technical education programs and curricula by an industry advisory committee and an apprenticeship program that is required for all career and technical education programs and curricula.

(c)  Requirements that career and technical education students pass a written and performance assessment that is administered by a representative from the applicable industry.

(d)  Funding mechanisms for successful completion of applicable courses and programs.

2.  Submit a report regarding the committee's activities and recommendations for legislative action on or before December 31, 2011 to the governor, the president of the senate and the speaker of the house of representatives and provide a copy of this report to the secretary of state.

C.  This section is repealed from and after September 30, 2012.
