AN ACT

 

PRoviding for a special audit of the ARizona health care cost containment system administration.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Arizona health care cost containment system administration; medicaid third‑party liability program; special audit

A.  The auditor general shall conduct a special audit pursuant to section 41‑1279.03, Arizona Revised Statutes, to review the medicaid third‑party liability program that is administered by the Arizona health care cost containment system administration.  The audit shall assess the current efforts and methods used to reduce fraud and waste in the program.  The audit shall examine a three‑year period of claims.

B.  Notwithstanding any other law, the auditor general may contract with a nationally recognized independent auditor to conduct the special audit prescribed in subsection A of this section if the auditor general determines that the appropriated monies are inadequate for the auditor general to conduct the audit.  The cost incurred by the auditor general in contracting with an independent auditor for conducting the special audit under this section shall be paid by the Arizona health care cost containment system administration.

C.  On or before November 15, 2013, the auditor general shall submit copies of the special audit to the governor, the president of the senate and the speaker of the house of representatives and provide a copy of this report to the secretary of state.
