AN ACT

 

amending title 41, chapter 23, Arizona Revised Statutes, by adding article 11; relating to the state procurement code.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Title 41, chapter 23, Arizona Revised Statutes, is amended by adding article 11, to read:

ARTICLE 11.  OUTSOURCING OF JOBS

START_STATUTE41-2651.  Contracts where company headquartered outside of the United States prohibited; definition

A.  A state governmental unit shall not award a contract to a vendor, bidder, contractor or subcontractor whose corporate headquarters or principal place of business is outside of the United States.

B.  For the purposes of this section, "headquarters" means a principal central administrative office where primary headquarters related functions and services are performed, including financial, personnel, administrative, legal, planning and similar business functions. END_STATUTE
