A CONCURRENT RESOLUTION
Supporting the review of flood maps in arizona by the federal emergency management agency and the preparation of a timeline to implement changes.
(TEXT OF BILL BEGINS ON NEXT PAGE)
Whereas, the flood plain maps for Arizona are inaccurate and flawed, causing millions of dollars of flood insurance to be paid by Arizona's citizens where no floods have ever occurred; and
Whereas, the new flood map lines are drawn electronically and are based on electronic simulation, rather than the more accurate original maps that were based on observation and ground surveys; and
Whereas, any new maps should be reviewed by local communities and by the real estate, mortgage and insurance industries to ensure accuracy and fairness to the citizens of this state.
Therefore
Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring:
1. That the Legislature supports the implementation of a review process by the Federal Emergency Management Agency for the current flood plain maps in Arizona as well as a timeline to make any changes.
2. That the Legislature supports the determination of flood insurance premiums on actuarial data from the state in which a person resides rather than on a national basis.
3. That the Secretary of State of the State of Arizona transmit copies of this Resolution to the Administrator of the Federal Emergency Management Agency in the United States Department of Homeland Security.
