A CONCURRENT RESOLUTION
Proposing an amendment to the Constitution of Arizona; amending article IX, Constitution of Arizona, by adding section 25; relating to state and local taxation.

Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring:
1. Article IX, Constitution of Arizona, is proposed to be amended by adding section 25 as follows if approved by the voters and on proclamation of the Governor:
Vote requirement on initiatives and referenda proposing increasing state or local revenue
25.Section 25. Notwithstanding article IV, part 1, section 1 and article XXI, any initiative or referendum measure or proposed amendment to the constitution submitted to a vote of the qualified electors of this state or of a county, city, town, community college district, school district or special taxing district is effective only on the affirmative vote of at least sixty per cent of the qualified electors voting on the measure or proposed amendment if it provides for, or directs the legislative body to provide for:
1. A new tax.
2. Increasing an existing tax rate or rates.
3. Reducing or eliminating an existing tax deduction, exemption, exclusion, credit or other tax reduction feature in computing tax liability.
4. Authorizing or requiring the establishment of a special taxing district or other entity with the power to levy taxes or collect tax revenues.
5. Any of the elements described in paragraphs 1 through 4 of this subsection in combination with any reduction of existing tax collections if the net result is an increase in tax revenues to either state or local government.
2. The Secretary of State shall submit this proposition to the voters at the next general election as provided by article XXI, Constitution of Arizona.
