AN ACT
amending section 15-245, Arizona Revised Statutes; relating to the department of education.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Section 15-245, Arizona Revised Statutes, is amended to read:
15-245. American competitiveness project fund; technical assistance; grants
A. The American competitiveness project fund is established consisting of monies deposited in the fund by the department of education. The department of education shall administer the fund.
B. The department of education may solicit and accept donations, grants, gifts, contributions and devises from individuals, corporations and nonprofit organizations for deposit in the fund.
C. Monies in the fund are continuously appropriated and are exempt from the provisions of section 35‑190 relating to lapsing of appropriations.
D. The department of education may use the monies in the fund to provide technical assistance and to distribute American competitiveness project grants to schools and other local educational agencies that offer academic programs that emphasize each of the following:
1. Foreign language acquisition.
2. International business or philosophy. FOR THE PURPOSES OF THIS PARAGRAPH, "PHILOSOPHY" MEANS A DISCIPLINE OR COURSE COMPRISING THE STUDY OF EPISTEMOLOGY, LOGIC AND CRITICAL THINKING.
3. World history.
