A CONCURRENT RESOLUTION

 

recognizing the arizona department of emergency and military affairs for its outstanding efforts in coordinating the vigilant guard exercise.

Whereas, the Department of Emergency and Military Affairs works diligently to fulfill its statutory requirement to prepare for, respond to and recover from emergencies and disasters; and

Whereas, in fulfilling its preparedness requirement, the Department of Emergency and Military Affairs conducts the Vigilant Guard Exercise in a no‑fault learning environment that allows players to self-evaluate current policies, operational concepts, plans and capabilities; and

Whereas, this vital preparedness exercise allows the Department to reveal and correct planning weaknesses and gaps in resources, improve interagency coordination and communications, clarify roles and responsibilities and gain public recognition of public and elected officials; and

Whereas, the Department's 2011 Vigilant Guard Exercise, consisting of a flood scenario followed by a three-day statewide improvised nuclear device exercise, was the largest such exercise in the state's history, with more than 8,000 individuals from more than 100 agencies participating; and

Whereas, these individuals and agencies, including local, state, tribal and federal agencies, coordinated their resources and worked together in a successful effort to locate and eliminate problems before an actual emergency occurs.

Therefore

Be it resolved by the Senate of the State of Arizona, the House of Representatives concurring:

That the Members of the Legislature recognize the Arizona Department of Emergency and Military Affairs on its outstanding efforts on behalf of the 2011 Vigilant Guard Exercise and pay tribute to the many agencies and tribes that participated in this worthwhile event.
