A CONCURRENT RESOLUTION
proposing amendments to the CONSTITUTION of arizona; amending article IV, part 2, sections 8 and 9, constitution of arizona; relating to the legislature.

Be it resolved by the Senate of the State of Arizona, the House of Representatives concurring:
1. Article IV, part 2, section 8, Constitution of Arizona, is proposed to be amended as follows if approved by the voters and on proclamation of the Governor:
8. Organization; officers; rules of procedure
Section 8. Each house, when assembled, shall choose its own officers, judge of the election and qualification of its own members, and determine its own rules of procedure. These rules of procedure may not exempt its meetings from the public attendance, public notice and agenda requirements of other public bodies.
2. Article IV, part 2, section 9, Constitution of Arizona, is proposed to be amended as follows if approved by the voters and on proclamation of the Governor:
9. Quorum; compelling attendance; adjournment
Section 9. a. The majority of the members of each house shall constitute a quorum to do business, but a smaller number may meet, adjourn from day to day, and compel the attendance of absent members, in such manner and under such penalties as each house may prescribe. Neither house shall adjourn for more than three days, nor to any place other than that in which it may be sitting, without the consent of the other.
B. All meetings of a political party caucus of each house that contain a majority of the members of that caucus shall be open to the public except organizational meetings to elect officers of the caucus and each house and meetings to discuss matters permitted in executive session as prescribed by law. Each caucus shall establish procedures for convening authorized executive sessions.
3. The Secretary of State shall submit this proposition to the voters at the next general election as provided by article XXI, Constitution of Arizona.
