FLOOR AMENDMENT EXPLANATION

 

 

            The Griffin Floor Amendment declares that affordable housing is a matter of statewide concern, as is energy efficiency.  It adjusts the Home Energy Rating System (HERS) index score deemed to comply with county or municipal energy efficiency requirements to 73 for climate zones two and three, 76 for climate zone four and 80 in climate zone five and defines what counties, cities and towns are included in each climate zone.  Written confirmation of a HERS score must be provided to the city, town or county where the residential building is located.

 

            The amendment further clarifies that this legislation does not prohibit cities, towns or counties from adopting the international energy conservation code or international residential code nor does it require municipalities or counties to adopt any such code.

 

            Finally, the amendment includes language allowing for periodic legislative review of the compatibility of the statute introduced by this legislation and Arizona’s goals for affordable housing and energy efficiency.

D. THE LEGISLATURE MAY PERIODICALLY REVIEW AND ASSESS THIS SECTION TO ENSURE THAT IT IS CONSISTENT WITH THE STATE’S GOALS ON AFFORDABLE HOUSING AND ENERGY EFFICIENCY.”
