Line 33, after the comma, insert "immediately before the first proposed initiative measure and immediately before the first proposed measure submitted under the referendum"
After line 41, insert:
"Sec. 4. Severability
If a provision of this act or its application to any person or circumstance is held invalid, the invalidity does not affect other provisions or applications of the act that can be given effect without the invalid provision or application, and to this end the provisions of this act are severable."
