After line 46, insert:
"Sec. 2. Application to existing provisional community college districts
A provisional community college district that was formed before the effective date of this act but that has not adopted a qualifying levy as defined in section 15‑1409, Arizona Revised Statutes, as amended by this act, is not required to provide reimbursement payments for the attendance of nonresident state students to other community college districts if a qualifying levy is adopted on behalf of the provisional community college district within two years after the effective date of this act. If the provisional community college district does not adopt a qualifying tax levy within two years after the effective date of this act, the provisional community college district shall resume nonresident tuition reimbursement payments."
