AN ACT
Amending title 41, Arizona Revised Statutes, by adding chapter 51; relating to payment due to state agencies.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 41, Arizona Revised Statutes, is amended by adding chapter 51, to read:
CHAPTER 51
ONLINE PAYMENTS
ARTICLE 1. GENERAL PROVISIONS
41‑5101. State agencies; online payment; exceptions; state model
A. On or before January 1, 2016, any state agency or authorized agent of a state agency shall provide for online payment of any amount due to that agency or agent of this state if the legislature appropriates monies for this purpose. This subsection does not apply to:
1. The state department of corrections.
2. The department of juvenile corrections.
3. Any state agency or authorized agent of the state agency that is participating in a national online payment system.
B. If available, each state agency or authorized agent of the state agency shall use the state model for online payment.
Sec. 2. Applicability; online payment; state model
Notwithstanding section 41‑5101, Arizona Revised Statutes, as added by this act, any state agency or authorized agent of a state agency that provides for online payment in some capacity on July 1, 2013 shall provide for online payment using the state model for all transactions when the state agency or authorized agent of the state agency migrates to a new version of their online payment system that is designed to replace an older version of their online payment system.
