AN ACT

 

amending Title 9, chapter 7, article 3, Arizona Revised Statutes, by adding section 9-826; relating to municipal elections and voters.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Title 9, chapter 7, article 3, Arizona Revised Statutes, is amended by adding section 9-826, to read:

START_STATUTE9-826.  Ballot format; bond and tax measures

A.  The legislature finds and determines that for the purposes of increasing voter knowledge and government transparency it is a matter of statewide concern that all municipalities fully inform voters of the effects of any vote to approve a bond, sales tax or property tax measure and, therefore, the legislature finds and declares that the ballot format for these measures is of statewide concern.  This section preempts all local laws, ordinances and charter provisions to the contrary.

B.  Notwithstanding any other law, for any municipal election to approve a bond, sales tax or property tax measure, the following apply to the ballot format for that election:

1.  For a bond approval, the ballot shall include an estimate of the annual levy of property taxes sufficient to pay the debt on the bonds.

2.  For a sales tax levy, the ballot shall state the amount of the tax increase.

3.  For a property tax levy, the ballot shall estimate the tax for:

(a)  A home valued at one hundred thousand dollars.

(b)  Commercial property valued at two hundred fifty thousand dollars.

(c)  Vacant land valued at one hundred thousand dollars. END_STATUTE
