AN ACT

 

amending Title 9, chapter 7, article 3, Arizona Revised Statutes, by adding section 9-826; relating to municipal elections and voters.

Be it enacted by the Legislature of the State of Arizona:

Section 1.  Title 9, chapter 7, article 3, Arizona Revised Statutes, is amended by adding section 9-826, to read:

START_STATUTE9-826.  Ballot format; bond, tax and franchise agreement measures

Notwithstanding any other law, for any municipal election to approve a bond, sales tax, property tax or franchise agreement measure, The following apply to the ballot format for that election:

1.  For a bond approval, the ballot shall include an estimate of the annual levy of property taxes sufficient to pay the debt on the bonds.

2.  For a sales tax levy, the ballot shall state the amount of the tax increase.

3.  For a property tax levy, the ballot shall estimate the tax rate for:

(a)  A home valued at one hundred thousand dollars.

(b)  Commercial property valued at two hundred fifty thousand dollars.

(c)  Vacant land valued at one hundred thousand dollars.

4.  For a franchise agreement, The ballot shall include an estimate of the utility rates that the average RESIDENTIAL ratepayer would pay under the franchise agreement and identify any proposed fees or taxes that a rate payer would pay under the franchise agreement. END_STATUTE
