PROPOSED

HOUSE OF REPRESENTATIVES AMENDMENTS TO S.B. 1315

(Reference to Senate engrossed bill)

 


Strike everything after the enacting clause and insert:

"Section 1.  License plate reissuance study committee; membership; duties; report; delayed repeal

A.  The license plate reissuance study committee is established consisting of the following:

1.  The chairperson of the transportation committee of the house of representatives who is appointed by the speaker of the house of representatives and who will serve as cochairperson of the study committee.

2.  The chairperson of the transportation committee of the senate who is appointed by the president of the senate and who will serve as cochairperson of the study committee.

3.  A member of the transportation committee of the house of representatives who is not a member of the same political party as the speaker of the house of representatives and who is appointed by the speaker of the house of representatives.

4.  A member of the transportation committee of the senate who is not a member of the same political party as the president of the senate and who is appointed by the president of the senate.

5.  The director of the department of transportation or the director's designee.

6.  The director of the department of public safety or the director's designee.

7.  A representative from a county law enforcement agency who is appointed by the speaker of the house of representatives.

8.  A representative from a municipal law enforcement agency who is appointed by the president of the senate.

9.  The director of the office of tourism or the director's designee.

10.  The executive director of an association of cities and towns in this state or the executive director's designee.

11.  The executive director of an association of county boards of supervisors or the executive director's designee.

B.  The license plate reissuance study committee shall examine the following as they relate to a statewide standard license plate reissuance:

1.  Whether or not there would be an increase in the safety of law enforcement.

2.  Whether or not more crimes involving vehicles are reported when the license plates are easier to read, both during the day and at night.

3.  Projected vehicle license tax revenues, including whether or not the vehicle license tax distributions to this state and counties and cities in this state would increase as a result of a reissuance.

4.  The potential tourism and image promotion of this state.

5.  The impact on persons using electronic government services if the new license plates contain the state's website address.

6.  Each state's license plate reissuance policies for the last twenty years.

C.  The license plate reissuance study committee shall submit a report of its findings and recommendations to the governor, the president of the senate and the speaker of the house of representatives on or before November 30, 2013 and shall provide a copy of this report to the secretary of state.

Sec. 2.  Delayed repeal

This act is repealed from and after September 30, 2014."
