Strike lines 12 through 14, insert:
"B. No more than ten per cent of the monies collected by a state regulatory entity may be transferred annually to the state general fund.
C. For the purposes of this section, "state regulatory entity" means a department, agency, board, commission or office that regulates one or more professions in this state and that is required by law to annually transfer ten per cent of the monies it collects to the state general fund."
