FLOOR AMENDMENT EXPLANATION
Removes provisions allowing oral communication to qualify as a notice or document delivered by electronic means and for the electronic signature of an authorized person to satisfy any provision requiring notarization under oath.
Also specifies that the electronic delivery of a notice is equivalent to delivery by First Class Mail using barcode or another similar tracking method approved by the US Postal Service.
Makes a conforming change.
