FLOOR AMENDMENT EXPLANATION
Requires DES, rather than the Foster Care Review Board, to establish a mechanism to direct complainants to the Ombudsman-Citizens Aide.
Requires the Ombudsman, rather than an accountability board, to review the complaints and determine DES’s compliance with dependency statutes and rules. If there is reasonable basis for the complaint, the Ombudsman is to forward the issue to the court for review and possible action.
