• Adds that a school district must be located in a county with a population of less than 15,000 persons in order to qualify for a Transporting District conversion election.

 

• Prohibits the district board of a converted Transporting District from adopting a budget that exceeds the costs of transporting its entire student population to one or more other school districts.

 

• Adds an emergency clause and delays the repeal date of the act to December 31, 2016, if the bill is passed with the emergency clause or December 31, 2024, if the bill passes without the emergency clause.
• Allows a Transporting District conversion election to be held on a general, primary or special election date.

 

• Prohibits the district board of a school district located in a county with a population of less than 15,000 persons and that has had less than 100 enrolled students for the past 3 years from adopting a budget in excess of 10% of the district’s Revenue Control Limit.

 

• Requires a school district governing board located in a county with a population of less than 15,000 persons and that has had less than 100 students enrolled for the past three years to revise a budget and adjust the tax rate to comply with the budget limitations.

Sec. 3.  Emergency

This act is an emergency measure that is necessary to preserve the public peace, health or safety and is operative immediately as provided by law."
