• Specifies that each agency that conducts audits, inspections or other regulatory enforcement actions in accordance to the administrative procedures for inspections must create a small business bill of rights.

 

• Redefines audit as an audit, investigation or inspection pursuant to employment practices and working conditions or employment security.

 

• Exempts rate making from the definition of contested cases.

 

• Deletes certain information that must be provided to each person being interviewed and no longer requires written disclosures to be provided on initiation of an audit or inspection.

 

• Removes the requirement that each agency must annually report certain information to the Ombudsman and inclusion of that specified information in the Ombudsman semiannual report.

 

• Makes technical and conforming changes.
