Removes language that allows County Attorney Deferred Prosecution Funds to consist of legislative appropriations.  Incorporates the portion of the Judiciary Committee amendment that allows, instead of requires, the Arizona Prosecuting Attorneys’ Advisory Council to provide technical assistance to the county attorney to develop  or refine the deferred prosecution program.
