FLOOR AMENDMENT EXPLANATION

 

 

Allows a facility owned by this state, a political subdivision or a municipality to accept for treatment, storage or disposal special waste generated outside this state.

 

Allows a repayment period of forty years, rather than fifty years, for loans from the water supply development revolving fund.

 

Establishes a Rural Water Supply Development and Contamination Prevention Study Committee to consider the possible effects of waste treatment, storage and disposal facilities on the development of long-term water supplies for rural areas that are under consideration for funding from the water supply development revolving fund.

"Sec. 6.  Rural water supply development and contamination prevention study committee; members; report; delayed repeal

A.  The rural water supply development and contamination prevention study committee is established consisting of the following members:

1.  Three members of the house of representatives who are appointed by the speaker of the house of representatives, not more than two of whom are members of the same political party.

2.  Three members of the senate who are appointed by the president of the senate, not more than two of whom are members of the same political party.

B.  The committee shall meet and consider the possible effects of waste treatment, storage and disposal facilities on the development of long-term water supplies for rural areas that are under consideration for funding from the water supply development revolving fund and may consult with the department of water resources, the department of environmental quality and the water infrastructure finance authority of Arizona, as the committee deems appropriate.  The committee shall prepare a report on its findings and recommendations by November 1, 2014 and submit it electronically to the speaker of the house of representatives, the president of the senate and the governor and shall provide access to this report to the secretary of state.

C.  This section is repealed from and after December 31, 2014."
