Mr. Speaker:

Your Committee on Rules reports that it has had under consideration

            HOUSE BILL 2397

and respectfully recommends that the bill be amended as follows:

Page 1, between lines 1 and 2, insert:

"Section 1.  Heading change

The article heading of title 16, chapter 4, article 14, Arizona Revised Statutes, is changed from "RATIFICATION OF AMENDMENTS TO UNITED STATES CONSTITUTION BY CONVENTION" to "CONVENTIONS FOR PROPOSING OR RATIFYING AMENDMENTS TO UNITED STATES CONSTITUTION".

Renumber to conform

Amend title to conform

and as so amended, in the opinion of this Committee the bill is constitutional and in proper form.
