Page 1, line 9, after “11-251.12” insert “unless the department of environmental quality has determined that connection is necessary to abate an environmental nuisance as defined in title 49, chapter 1, article 3 or to eliminate a threat to a water quality standard established pursuant to title 49, chapter 2, article 2”
