Page 19, line 25, after the period insert “The two per cent provider rate increase for home and community-based service provider rates may not be used for any administrative costs of the department of economic security. It is the intent of the legislature that the department of economic security not reduce any developmentally disabled provider rates in order to fund increases for other developmentally disabled providers.”
