Page 1, between lines 14 and 15, insert:

“Whereas, the United States Environmental Protection Agency is required, by the treaty signed with the Navajo Nation, to respect the sovereignty of the Navajo Nation.”

After line 19 insert:

“That the members of the Senate support consultation between the United States Environmental Protection Agency and tribal governments prior to the implementation of rules that impact tribal governments.”
