Be it enacted by the Legislature of the State of Arizona:

Section 1.  Appropriation; department of education; grants for reading intensive programs; amount; review

A.  The sum of $500,000 is appropriated from the state general fund in fiscal year 2014-2015 to the department of education to provide grants to school districts and charter schools to fund reading intensive programs.

B.  A grant awarded from monies appropriated pursuant to this section must be equivalent to five hundred dollars for each pupil in the school district or charter school who has failed to meet the reading standards prescribed by the state board of education for that pupil's particular grade level.

C.  In order to be approved for a grant provided pursuant to this section, a school district or charter school shall submit a review of its reading program to the department of education that includes the types of evidence‑based reading interventions that will be provided and the goals for the next three‑year period to reduce the number of pupils at the end of grade three who are not promoted to grade four due to reading deficiencies.
