AN ACT
amending title 28, chapter 3, article 3, Arizona Revised Statutes, by adding section 28‑654; amending section 28‑1205, arizona revised statutes; relating to traffic regulation.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 28, chapter 3, article 3, Arizona Revised Statutes, is amended by adding section 28-654, to read:
28-654. Traffic control devices; yellow light change interval times
The director shall establish minimum yellow light change interval times for traffic control devices in this state. The minimum yellow light change interval time shall be established according to nationally recognized engineering standards published by the institute of transportation engineers.
Sec. 2. Section 28-1205, Arizona Revised Statutes, is amended to read:
28-1205. Red light running
A violation of article 3 of this chapter that is detected by a photo enforcement system may only result in a traffic ticket and complaint if both of the following apply:
1. The traffic control device involved in the violation conforms to the manual and specifications prescribed in section 28‑641.
2. The yellow light change interval time of the traffic control device involved in the violation is equal to or greater than the recognized national standard plus one additional second.
