"A. Within ninety days of the date that a dog is purchased or adopted from a pet dealer, publicly-operated pound or private, charitable nonprofit humane society, the pet dealer, publicly-operated pound or private, charitable nonprofit humane society shall present information to the county enforcement agent stating the name and address of the person purchasing or adopting the dog and the date of the sale or adoption. The county enforcement agent shall only use this information for licensing purposes.
B. If the pet dealer, publicly-operated pound or private, charitable nonprofit humane society does not issue a license at the time of sale or adoption, the county enforcement agent may mail the license to the person to the person who purchased or adopted the dog.
C. For the purposes of this section, pet dealer has the same meaning prescribed in section 44-1799, but does not include any organization that never owns or directly adopts out any animal but merely allows its facilities to be used by other entities for adoption purposes."
