"Sec. 2.  Delayed repeal

Section 41‑710.02, Arizona Revised Statutes, as added by this act, is repealed from and after December 31, 2015.

Sec. 3.  Major event public safety reimbursement study committee; membership; duties; report; delayed repeal

A.  The major event public safety reimbursement study committee is established consisting of the following members:

1.  One member of the senate who is appointed by the president of the senate and who serves as cochairperson of the committee.

2.  One member of the house of representatives who is appointed by the speaker of the house of representatives and who serves as cochairperson of the committee.

3.  One police chief who represents a city or town that is located in a county with a population of more than two million persons and who is appointed by the president of the senate.

4.  One police chief who represents a city or town that is located in a county with a population of more than two million persons and who is appointed by the speaker of the house of representatives.

5.  The governor or the governor's designee.

6.  The director of the department of public safety or the director's designee.

7.  The director of the Arizona department of homeland security or the director's designee.

8.  The director of the department of administration or the director's designee.

B.  The committee shall:

1.  Review the major event public safety report submitted pursuant to section 41‑710.02, Arizona Revised Statutes.

2.  Identify necessary public safety improvement regarding any host community that received public safety reimbursement for a major event as defined in section 41‑710.02, Arizona Revised Statutes.

3.  Make recommendations to the legislature whether to continue the major event public safety reimbursement fund established by section 41‑710.02, Arizona Revised Statutes.

4.  Submit a report regarding the committee's activities for legislative action on or before December 1, 2015 to the governor, the president of the senate and the speaker of the house of representatives and provide a copy of this report to the secretary of state.

C.  This section is repealed from and after September 30, 2016."
