Page 1, after line 3, insert:
"Sec. 2. 1. Effect on referendum; voter protection act
A. Notwithstanding section 1 of this act, referendum R-3-2014 shall be subject to a vote of the people at the 2014 general election.
B. If a majority of those persons voting on referendum R-3-2014 vote "no" on the measure, those sections of statute contained in referendum R-3-2014 are subject to the voter protection act, proposition 105 (1998)."
