AMENDMENT EXPLANATION
Requires the Arizona Department of Environmental Quality
Director (Director) to adopt and enforce the state plan.
Stipulates that the Director must transmit a quarterly
report to the Committee until submission of a complete state plan.
Allows the Committee to review the proposed state plan
concurrently with any public review required for the plan.
Permits the Director to adopt rules and provides an exemption from the
rulemaking timeframes and the Governor’s Regulatory Review Council approval
process.
Requires the Director to provide the Committee with the
notice of proposed rule at the same time the notice is submitted for
publication in the Administrative Register.
Designates the Senate Water and Energy Committee
Chairperson and the House Energy, Environment and Natural Resources Committee
Chairperson as cochairpersons of the Committee.
Makes technical and conforming changes.
