Defines masked student level data as data that alone or in combination cannot be used to personally identify students.

Page 10, between lines 26 and 27, insert:

“4. “Masked student level data” means data THAT ALONE or in combination cannot be used to personally identify students.”

Page 13, line 2, after “RESEARCHERS” insert a period; after “IF” insert “the department approves a request pursuant to this subsection, the department shall only release masked student level data unless otherwise allowed by law or if”

“(e) Researchers conducting studies that have been approved pursuant to section 15-1043, subsection d.”
