1)    Reinstates the requirement for school districts to publish or mail a revised budget 10 days prior to a hearing if a school district has adopted a budget in excess of its general budget limit.

2)    Reinstates the requirement of a school district to give notice and hold a hearing before a school district applies the proceeds of insurance recoveries.
