Your Committee on Rules reports that it has had under consideration

            HOUSE CONCURRENT RESOLUTION 2037

and respectfully recommends that the concurrent resolution be amended as follows:

Page 1, line 12, after "1." insert "TO THE EXTENT PERMITTED BY FEDERAL LAW,"

Amend title to conform

and as so amended, in the opinion of this Committee the bill is constitutional and in proper form.
