Page 6, line 7, after "rules" insert "; list of eligible expenses; report"
Page 7, after line 32, insert:
"K. The department shall publish a list at least annually of items that are approved as eligible expenses and make this list available to the public.
L. Beginning in 2019 and every three years thereafter, the treasurer shall issue to the governor, the president of the senate, the speaker of the house of representatives and the department of education a report that summarizes the treasurer's financial management of the accounts. The report shall include the amount of monies that empowerment scholarship account holders spent on different purchase categories, the amount of monies spent due to fraudulent account use, the number of account holders whose accounts were terminated and the reason for the termination and the number of account holders that were referred to the attorney general for prosecution.
Sec. 4. Implementation of transfer of powers, duties and monies
The department of education and the state treasurer shall complete the implementation of the transfer of powers, duties and monies prescribed in sections 15‑2402 and 15‑2403, Arizona Revised Statutes, as amended by this act, on or before July 1, 2016."
