AN ACT
amending title 1, chapter 2, Arizona Revised Statutes, by adding article 4; relating to sovereign authority.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 1, chapter 2, Arizona Revised Statutes, is amended by adding article 4, to read:
ARTICLE 4. SOVEREIGN AUTHORITY
1-271. Sovereign authority; federal rules, regulations and policy directives
Pursuant to the sovereign authority of this state and article II, section 3, Constitution of Arizona, the governor of this state must approve and the president of the senate and the speaker of the house of representatives must be notified of state use of personnel or financial resources to enforce, administer or cooperate with any rule, regulation or policy directive effective after June 30, 2015 by an agency, board, commission, department or other entity of the federal government unless the rule, regulation or policy directive has been affirmed by a vote of the congress of the United States and signed into law as prescribed by the Constitution of the United States and which were made in pursuance thereof, this prohibition may be waived on a case-by-case basis by either a vote of the legislature while in session or by the governor and the president of the senate and the speaker of the house of representatives while the legislature is not in session.
