AN ACT
amending title 8, chapter 4, article 1, Arizona Revised Statutes, by adding section 8‑463; making an appropriation; relating to the department of child safety.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 8, chapter 4, article 1, Arizona Revised Statutes, is amended by adding section 8-463, to read:
8-463. Foster child education liaison program; program termination
A. The foster child education liaison program is established in the department.
B. The goal of the program is to improve the educational outcomes of foster children by coordinating foster child education services among the department, the courts and the schools.
C. The program established by this section ends on July 1, 2025 pursuant to section 41‑3102.
Sec. 2. Appropriation; purposes
A. The sum of $2,419,200 is appropriated from the state lottery fund established by section 5-571, Arizona Revised Statutes, in fiscal year 2015‑2016 to the department of child safety for the foster child education liaison program as follows:
1. $1,203,500 for nineteen full time equivalent positions, including one program director and eighteen foster child education liaisons.
2. $110,000 for case and program management software.
3. $60,000 for travel.
4. $145,700 for overhead.
5. $900,000 for school administrative stipends of one hundred dollars per foster child at each school.
B. Notwithstanding section 5‑572, Arizona Revised Statutes, the monies prescribed in subsection A of this section shall be appropriated from the monies remaining in the state lottery fund in fiscal year 2015‑2016 after the appropriations and deposits authorized in section 5‑572, subsections A, B, C, D, E and F, Arizona Revised Statutes.
