Page 8, after line 44, insert:
"Sec. 3. Conditional enactment; notice
A. Section 23-750, Arizona Revised Statutes, as amended by this act, does not become effective unless the United States department of labor finds these changes to be in conformity with the requirements of the federal unemployment insurance tax act and notifies the Arizona department of economic security on or before December 31, 2015.
B. The Arizona department of economic security shall notify in writing the director of the Arizona legislative council of the date on which the condition is met or if the condition is not met."
