The Bradley Floor Amendment does the following:

1.    Requires the Joint Legislative Review Committee on State Implementation Plans Relating to Carbon Dioxide Emissions from Existing Power Plants (Committee) to also consider the following factors during its review of the state plan:

a.    The reductions in emissions of carbon dioxide and criteria air pollutants from the implementation of the plan;

b.    The public health benefits from the implementation of the plan.

 

2.    Requires, rather than allows, the DEQ Director to submit a state plan to the EPA Administrator for approval.

 

3.    Requires the DEQ Director, on approval of the EPA Administrator, to adopt and enforce the state plan.

Page 3, between lines 6 and 7, insert:

Page 4, line 9, strike "may" insert "shall"

Line 10, after the period insert "On approval by the administrator, the director shall adopt and enforce the state plan."
