FLOOR AMENDMENT EXPLANATION

 

The Farley #1 floor amendment establishes the Citizens Finance Review Task Force to examine Arizona’s structural budget deficit and make recommendations on correcting the deficit by addressing sustainable revenue options.  Requires a report to and a public hearing before the legislature.

Page 18, between lines 16 and 17, insert:

"Sec. 20.  Citizens finance review task force; membership; duties; report; delayed repeal

A.  The citizens finance review task force is established consisting of the following members:

1.  Three members appointed by the governor, one of whom is an economist.

2.  Three members appointed by the president of the senate, one of whom is a representative from a public university in this state.

3.  Three members appointed by the senate minority leader, one of whom is a representative of a statewide organization that represents public school teachers.

4.  Three members appointed by the speaker of the house of representatives, one of whom is a member of a statewide business development organization.

5.  Three members appointed by the minority leader of the house of representatives, one of whom is a representative of a human services provider.

B.  The task force shall examine this state's structural budget deficit and make recommendations on correcting the structural budget deficit by addressing sustainable revenue issues.

C.  The task force shall submit a report of its recommendations on or before March 1, 2016 to the governor, the president of the senate, the minority leader of the senate, the speaker of the house of representatives and the minority leader of the house of representatives and provide a copy of the report to the secretary of state.  The task force shall present the report to the joint legislative budget committee at a meeting held on or before March 31, 2016.

D.  This section is repealed from and after September 30, 2017."
