Page 1, lines 7 and 8, strike "shall may" insert "shall"
Line 9, after "parent" insert "if the county has a population of less than three million persons and may prepare the adoption petition and act as attorney without expense to the prospective adoptive parent if the county has a population of three million or more persons"
Line 11, strike "shall may" insert "shall"; after "attorney" insert "if the county has a population of less than three million persons and may submit it to the county attorney if the county has a population of three million or more persons"
