Line 39, strike "subject to removal for malfeasance in office" insert "the department shall notify:
1. The state treasurer, who shall withhold one percent of the distribution of monies to the affected county, city or town pursuant to sections 42‑5029 and 43‑206 or one percent of the affected university's general fund appropriation until the university, county, city or town is in COMPLIANCE with subsection H of this section.
2. The superintendent of public instruction, who shall withhold one percent of the affected school district's apportionment of state aid that would otherwise be due the school district until the school district is in compliance with subsection H of this section."
