AN ACT
amending title 36, chapter 7.1, article 1, Arizona Revised Statutes, by adding section 36‑883.06; repealing section 36‑883.06, Arizona Revised Statutes; relating to child care facilities.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 36, chapter 7.1, article 1, Arizona Revised Statutes, is amended by adding section 36-883.06, to read:
36-883.06. Child care facilities diabetes management study committee; duties; report; definition; delayed repeal
A. A child care facilities diabetes management study committee is established consisting of the following members:
1. Three members of the house of representatives who are appointed by the speaker of the house of representatives, not more than two of whom are members of the same political party.
2. Three members of the senate who are appointed by the president of the senate, not more than two of whom are members of the same political party.
3. One member of the American Diabetes Association who is appointed by the speaker of the house of representatives.
4. One owner, operator or administrator of a child care facility located in a county with a population of less than two million persons who is appointed by the speaker of the house of representatives.
5. One parent of a child with type one diabetes who is appointed by the president of the senate.
6. One Owner, operator or administrator of a child care facility located in a county with a population of two million persons or more who is appointed by the president of the senate.
7. Two health professionals as defined by subsection G of this section, one of whom is appointed by the president of the senate and one of whom is appointed by the speaker of the house of representatives.
8. The director of the Department of Health Services or the director's designee.
B. Members of the committee are not eligible to receive compensation or reimbursement of expenses.
C. A majority of the members of the committee constitutes a quorum.
D. The committee members shall select a chairperson from among its members.
E. the committee shall conduct a thorough study of all matters relating to the management of diabetes for children on the premises of child care facilities.
F. The committee shall submit a report of its findings and recommendations to the governor, the president of the senate and the speaker of the house of representatives on or before September 22, 2016 and shall provide a copy of this report to the secretary of state.
G. For the purposes of this section, "health professional" means a person who is licensed pursuant to title 32, chapter 13, 14, 17 or 25 or a nurse practitioner who is licensed pursuant to title 32, chapter 15.
Sec. 2. Delayed repeal
Section 36-883.06, Arizona Revised Statutes, is repealed from and after December 31, 2016.
