AN ACT
Amending Title 41, chapter 3, article 1.1, Arizona Revised Statutes, by adding section 41-511.24; appropriating monies; relating to the Arizona state parks board.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 41, chapter 3, article 1.1, Arizona Revised Statutes, is amended by adding section 41-511.24, to read:
41-511.24. Veterans memorial state park; fund
A. The Arizona state parks board shall:
1. Establish the veterans memorial state park subject to the purchase of the veterans memorial state park site pursuant to title 37, chapter 2, article 3.
2. Seek to minimize the use of state general fund monies for the purchase, maintenance and preservation of the veterans memorial state park.
3. Designate a nonprofit organization that is exempt from taxation under section 501(c)(3) of the internal revenue code and that has a mission to preserve, promote and enhance state parks in this state as the fiscal agent to receive and administer on behalf of the Arizona state parks board any monies that are paid into the veterans memorial fund established by subsection c of this section and that are dedicated to the development of the veterans memorial state park.
4. Plan for the maintenance and preservation of the veterans memorial state park.
B. The Arizona state parks board may:
1. Work with interested parties to develop the veterans memorial state park.
2. Accept private monetary donations or public monies for deposit in the veterans memorial fund established by subsection C of this section.
3. Enter into an intergovernmental agreement pursuant to title 11, chapter 7, article 3 with the county in which the park is located for the maintenance and preservation of the veterans memorial state park.
C. The veterans memorial fund is established consisting of legislative appropriations and donations to the fund. The Arizona state parks board shall administer the fund. On notice from the Arizona state parks board, the state treasurer shall invest and divest monies in the fund as provided by section 35-313, and monies earned from investment shall be credited to the fund. The monies in the fund are exempt from section 35-190 relating to lapsing of appropriations. The monies in the fund and any additional donations to the fund shall be used for the purpose of purchasing land for and maintaining and preserving the veterans memorial state park.
Sec. 2. Appropriation; Arizona state parks board
The sum of $800,000 is appropriated from the state general fund in fiscal year 2016-2017 to the Arizona state parks board for the purposes of this act.
